12-14-10 David Owens Retirement
The County Attorney, as the Legal Advisor to the Board of County Commissioners, is charged with providing timely and accurate legal advice to the Board of County Commissioners on all aspects of government-related laws to ensure Lee County’s compliance with all federal, state and local laws, rules and regulations; and Whereas: The position of County Attorney is one of the more important positions in Lee County Government; and Whereas: After working as a criminal prosecutor in the State Attorney’s Office for the 20th Judicial Circuit, David M. Owen began his career with the Lee County Attorney’s Office on July 31, 1986 and was appointed as the County Attorney on January 25, 2005; and Whereas: David M. Owen has well and faithfully served the Board of County Commissioners and the citizens of Lee County continuously for over 24 years; and has the distinction of being only the third full-time County Attorney for Lee County; and Whereas: David M. Owen has provided legal advice and representation for innumerable issues brought before the County Commission as well as many important and complex projects such as: development of the County legal documents for the creation of the Lee County Port Authority;  Justice Center Annex; Fort Myers City/County Complex Building; SunTrust Building purchase; Fort Myers Beach Sewer System Expansion; East Lee County Sewer System; MidPoint Bridge; Sanibel Bridges and Causeway replacement; Waste-to-Energy Facility and its expansion; Hendry County Landfill; purchase of the City of Palms Park; the transitions of two new municipalities - the Town of Fort Myers Beach and the City of Bonita Springs; Dunbar Enclaves Annexation; adoption of the Lee County Charter and Amendments; Conservation 2020 Land Acquisition Program; Comprehensive Plan issues; acquisition of the Babcock Ranch lands; acquisitions of the Florida Cities Utility and Gulf Utility Systems; Treeline Avenue construction; School Impact Fee implementation; Density Reduction/Groundwater Resource (“DRGR”) matters; legal issues concerning discharges from Lake Okeechobee to the Caloosahatchee River; recovery process following Hurricane Charley, the first hurricane to make landfall in  Lee County since Hurricane Donna in 1960; phosphate mining litigation; closure of the Lee County Landfill; the new County Parking Garage; and providing legal opinions as the County’s Counsel for $492 Million of County Revenue Bonds from May, 2004 to December, 2010; and Whereas:David M. Owen has performed his duties with the highest level of professionalism, integrity and competency; and is a well-known and well-respected member of the legal profession; and
Whereas: David M. Owen is now electing to retire from his position as the Lee County Attorney at the conclusion of the business day on January 3, 2011. NOW, THEREFORE BE IT RESOLVED THAT THE Board of County Commissioners of Lee County, Florida, desires to recognize and thank David M. Owen for his 24 years of service to Lee County while employed with the Lee County Attorney’s Office, and as the Lee County Attorney. Duly Executed this 14th day of December 2010.

12-7-2010 Jim Lavender Retirement
Jim Lavender, Assistant County Manager, Public Works,  has dedicated thirty-five years of service enriching the lives of Lee County residents and visitors alike; and Whereas: Jim started his career in Lee County as a lifeguard at the Pine Island Pool, however,  it wasn’t long before his commitment to excellence and his “get it done” attitude propelled him into leadership positions throughout the years; and Whereas: During his tenure in Parks and Recreation, Jim was instrumental in the opening of the county’s first regional park, known as Lakes Park; and Whereas: Jim’s proven skills and abilities became evident as he emerged as a key player in the planning and construction of the Lee County Sports Complex, a high quality facility enjoyed year round by baseball players and fans of all ages; and Whereas: Under Jim’s leadership, numerous  major public works infrastructure projects were completed including roads, bridges, parks, libraries, utility and solid waste facilities, correctional facilities, baseball complexes, and more; and
Whereas: Jim has fostered cooperative relationships with the Board of County Commissioners, the citizens, local, state and federal leaders and employees and county staff; and
Whereas: Jim’s colleagues describe him as a mentor, a leader, a role model, a friend, a gentleman, and an overall class act who will be missed personally and professionally for his vast institutional knowledge; and Whereas: Jim’s legacy includes lasting structures, the trust and affection of the community, and many meaningful friendships.  Jim’s is a life well lived and a retirement well deserved. 
NOW, THEREFORE BE IT RESOLVED BY THE Board of County Commissioners of Lee County, Florida that we do hereby convey our sincere appreciation for his long-time service and recognize his outstanding contributions to Lee County.   As a sign of gratitude for his commitment and unending dedication to the County, we proudly re-named the Bokeelia boat ramp, Lavender’s Landing. 11-16-10 Friends of the Cape Coral Library
The Friends of the Cape Coral Library wishes at this time to provide a donation of $20,000 to provide supplemental funding for the AMH equipment necessary for the 24/7 Cape Coral Library book drop; and WHEREAS: The Board of County Commissioners would like to express its deep appreciation for the Friends’ timely donation. NOW, THEREFORE, BE IT RESOLVED BY THE Board Of County Commissioners of Lee County, Florida, that The Friends of the Cape Coral Library is hereby applauded and thanked for its very generous donation relative to the AMH project for the Cape Coral Library, and

11-16-10 Great American Smoke Out
Evidence shows that as a direct result of smoke-free policy change, those public spaces where smoking has been prohibited results in reduced incidence of cardiac and stroke attacks in local hospitals; and WHEREAS: Secondhand smoke costs more than $9.5 billion each year in the U.S. in direct and indirect medical costs; and WHEREAS: Employees who smoke have twice the lost production time per week for personal health reasons than workers who never smoked at a cost of $27 billion to U.S. employers.  NOW, THEREFORE BE IT RESOLVED BY THE Board of County Commissioners of Lee County, Florida that we do hereby proclaim and recognize November 18, 2010 as: THE NATIONAL GREAT AMERICAN SMOKEOUT in Lee County and encourage all Lee County employees and citizens to live healthier and happier lives by seeking support and stopping use of tobacco products.


 


11-16-10 Responsible Dog Ownership
Hundreds of AKC member and licensed clubs, as well as other animal organizations across the country recognize AKC Responsible Dog Ownership Day and have committed to educating the public about responsible dog ownership through local events and demonstrations; and Whereas:The Dog Obedience Club of Lee County, Inc., with permission from AKC and in conjunction with AKC Responsible Dog Ownership Day, will be hosting their second Responsible Dog Ownership Day along with the Annual Lab Fest at Four Freedoms Park in Cape Coral on November 20, 2010; and Whereas: Every dog deserves a responsible, educated and respectful owner.

11-16-10 Visiting Mayors from Dominican Republic
In their efforts to strengthen the relationships between Lee County and the Dominican Republic, the Delegation has met with Lee County Government Officials, Mayors of Bonita Springs, Cape Coral and Fort Myers and have toured several Lee County and City Government facilities in our area; and
Whereas: This kind of government exchange helps bring Lee County closer together with the Dominican Republic and helps facilitate trade and business opportunities as well as tourism, thereby helping our local economy. 11-9-10 Alzheimers Awareness Month
The Alvin A. Dubin Alzheimer’s Resource Center, Inc. strives to provide education, information, and support to the over 22,000 Lee County residents who are affected by Alzheimer’s disease or a related disorder and their caregivers; and Whereas: We wish to recognize the Alvin A. Dubin Alzheimer’s Resource Center during this appointed time for the services they provide; and Whereas: We appreciate the work they do to help Lee County residents who are affected by Alzheimer’s disease or a related disorder, not only during this time of recognition but throughout the year. 11-9-10 Geoff and Robbie Roepstorff Day
Each year the Florida Bankers Association names one person from the Tens of Thousands of bankers throughout the State as Banker of the Year; and Whereas: That person is selected because of his or her “outstanding commitment to excellence”; and Whereas:Geoffrey and Robbie Roepstorff began their careers in banking in 1973 and ‘74 respectively; and Whereas:Both Geoff and Robbie hold prominent positions with Edison National Bank, with Geoff as CEO and Robbie as President; and Whereas: For the first time in the history of the Florida Bankers Association both Geoff and Robbie were named “Bankers of the Year” by the Association. 11-9-10 Grandparent of the Year
Mae Williams is raising five grandchildren with skill, tact, and soft-spoken guidance. She provides stability and a healthy home life for these children even as she has faced her own health challenges; and Whereas: Ms. Williams finds time and energy to help her grandchildren grow into upstanding young people even when she has had to run the household from her hospital bed. She does this with love and respect for each child, without complaint, and with an abundance of faith; and
Whereas:  Returning to the roll of parent, Ms. Williams has worked under tremendous pressure, under financial hardship and emotional turmoil but with great determination and unconditional love.  NOW, THEREFORE BE IT RESOLVED THAT THE Board of County Commissioners of Lee County, Florida would like to take this opportunity to recognize Mae Williams for her unselfish love and steadfast commitment to her family and community which have earned her the Ol’geta Beckworth Foundation’s Grandparent of the Year Award for 2010.

11-9-10 National Hunger and Homelessness Awareness Week
The primary cause of homelessness is the lack of housing that is affordable to very low income people, along with the economic crisis, further complicated by domestic violence, substance abuse and mental illness; and Whereas:The mission of the Lee County Homeless Coalition is to advocate, educate, and promote awareness of issues and obstacles facing homeless individuals in Lee County through community collaboration and planning; and Whereas:November 14 to 20, 2010 is designated as National Hunger and Homelessness Awareness Week to bring awareness to the needs of the homeless; and Whereas:The Lee County Homeless Coalition will sponsor on November 13, 2010 the “Homeless Persons Service Day and Veterans Stand Down” which will offer employment opportunities, medical, psychological, addictions intervention, veterans services, spiritual counseling, clothing, food and other services at Broadway Community Church.
NOW, THEREFORE BE IT RESOLVED THAT THE Board of County Commissioners of Lee County, Florida does hereby proclaim the week of November 14 through 20, 2010 as: NATIONAL HUNGER and HOMELESSNESS AWARENESS WEEK in Lee County and recognize that this is a week of special importance and encourages all citizens to recognize that many people do not have housing and need support from citizens, and private/public nonprofit service entities. 10-26-2010 Alzheimers Association Memory Walk
The Lee County Memory Walk will held be on Saturday, October 30th at Centennial Park; and Whereas: Walkers will join together in recognizing the individuals affected by Alzheimer's.  Caring for a patient can be physically and emotionally challenging, and we applaud the family members, friends, caregivers and the Alzheimer’s Association – Florida Gulf Coast Chapter that devote so much of their time and talents, as their actions are truly heroic; and Whereas: Through this Walk, the Alzheimer's Association hopes to increase the public’s awareness of the disease; services and resources of the Florida Gulf Coast Chapter and to enlighten elected officials with regard to pending legislation that relates to Alzheimer’s issues; and Whereas: Scientists have made significant progress in the fight against this disease, and by continuing to work together; we can see many more developments in the future; and NOW, THEREFORE BE IT RESOLVED BY THE Board of County Commissioners of Lee County, Florida that we do hereby proclaim October 30, 2010 as: ALZHEIMER’S MEMORY WALK DAY in Lee County and do hereby thank everyone for their contributions to research and services provided to those affected with the disease and their caregivers.

10-26-2010 Calusa Blueway Paddling Festival
The 2010 festival, which begins Friday, Oct. 29, and runs 10 days through Sunday, Nov. 7, has support of lodging partners, outfitters, paddling & outdoors clubs, non-profits, local businesses, national sponsors and other entities; and whereas: The festival – coordinated by Lee County Parks & Recreation – will be featured as the premier fall kayak festival nationwide, offering races, fishing, speakers, eco-family activities, cultural events, guided tours, waterway cleanups and hospitality events; and Whereas: Said festival includes the 10 communities of Greater Pine Island, Fort Myers Beach, Sanibel, Captiva, Bonita Springs, Estero, Cape Coral, Fort Myers, North Fort Myers and Alva. NOW THEREFORE BE IT RESOLVED THAT THE Board of County Commissioners of Lee County, Florida, does hereby continue to support the recreational opportunities and environmental stewardship the Blueway harbors and commits to future support of The Calusa Blueway Paddling Festival for the visitors and residents of this great county.

10-26-2010 Solid Waste Award
The Governor of the State of Florida proclaimed a Resolution recognizing Lee County for its progress towards a Sustainable Florida; and Whereas: The operation of the Lee County Solid Waste Division and it’s staff provides an environmental friendly and reliable integrated solid waste management system that delivers a sustainable, clean,  energy for our residents  while also providing the recovery of useful materials; and Whereas:  The Lee County Solid Waste Division received the prestigious Columbia University Waste To Energy Research and Technology Council’s “Sustainable Waste Management in the U.S. Award” at the  WTERT 2010 Bi-Annual Meeting at Columbia University, New York, on October 8, 2010; and
Whereas:  We hereby acknowledge the contributions of all the hard working employees at the Lee County Solid Waste Division and recognize them as stewards of the environment in achieving the industry’s high honor from Columbia University.

10-12-10 Energy Efficiency and Conservation Block Grants
The American Reinvestment and Recovery Act (ARRA) provided $3.2 billion for the Energy Efficiency and Conservation Block Grant program to help communities decrease energy use, curb greenhouse gas emissions, and create jobs; and WHEREAS, local governments are successfully utilizing their ARRA Energy Efficiency and Conservation Block Grant funds; and WHEREAS, the U.S. Conference of Mayors, the National League of Cities, and the National Association of Counties have adopted resolutions and policies supporting full funding for the Energy Efficiency and Conservation Block Grants; and NOW, THEREFORE, BE IT RESOLVED that Lee County supports the Energy Block Grants Work! campaign and will work to demonstrate to the White House, U.S. Department of Energy and Congress that we are effectively using our energy block grant to decrease energy use, curb greenhouse gas emissions, and create jobs; and
BE IT FURTHER RESOLVED Lee County urges President Obama and Congress to fully fund the Energy Efficiency and Conservation Block Grant program in FY 2012. Duly Executed this 12th day of October 2010.

10-5-10 4-H Week
The 4-H Program has molded itself to meet the needs of our citizens by focusing on developing rural, suburban and urban youth and, through the Florida Cooperative Extension, teaches youth by utilizing the  research and knowledge base of our state’s land grant institutions, Institute of Food and Agricultural Sciences at the University of Florida; and WHEREAS: Through “learning by doing” experiences, young people in the 4-H Program practice life skills with the guidance of caring adult volunteer mentors and Cooperative Extension faculty and staff; and WHEREAS:4-H provides Lee County youth the opportunities to develop positive  relationships, competencies and attitudes that will assist them in making positive choices for their lives, thereby effectively preparing  them to meet the challenges of becoming productive citizens. NOW, THEREFORE BE IT RESOLVED BY THE Board of County Commissioners of Lee County, Florida that we do hereby proclaim the week of October 3 through 9, 2010 shall be known as:4-H WEEK


 


10-5-10 Family History Month
A Genealogy Workshop, “Researching Your Revolutionary War Patriot Ancestor” with well known researcher, Debbie Duay, PhD., will be held on Saturday, October23rd co-hosted by the Lee County Genealogical Society and the Estero Island Chapter National Society Daughters of the American Revolution; and Whereas:The Lee County Genealogical Society has established an annual High School Youth Award to encourage students in Grades 11 and 12 to become family historians in order to research their heritage.  An award of $500.00 will be provided annually to the student whose submitted essay that year demonstrates the best understanding of genealogical research and documentation as evidenced by thorough biographical details and accurate supporting evidence; and Whereas:Interest in our personal family history transcends all cultural and religious affiliations and gives us a sense of heritage and responsibility in carrying out the legacy of our ancestors; and NOW, THEREFORE BE IT RESOLVED THAT THE Board of County Commissioners of Lee County, Florida does hereby proclaim the month of October 2010 as:  FAMILY HISTORY MONTH


 


10-5-10 LeeTran and Publix Food Drive
LeeTran, assisted by volunteers from other county departments and community groups, conducted a successful food drive on Sept. 19, 2010 to benefit the Harry Chapin Food Bank of Southwest Florida; and Whereas: Publix Super Markets contributed greatly to the success of the food drive by collecting donations in advance and allowing food drive volunteers to solicit donations in all 33 Lee County Publix stores on Sunday, Sept. 19; and Whereas: The food drive collected 72,237 pounds of food and $3,043.58 in cash donations; and Whereas:The Harry Chapin Food Bank of Southwest Florida will distribute the food to over 170 agencies that feed people in need in our community. NOW, THEREFORE BE IT RESOLVED THAT THE Board of County Commissioners of Lee County, Florida does hereby extend its sincere gratitude to Publix for its community involvement and spirit of giving.


 


10-5-10 Students From Dominican Republic
A healthy, productive society is largely dependent upon the energy and vision of those individuals who step forward into positions of leadership; and Whereas:The ten students here today have proven their leadership to both youth and adults in the Dominican Republic through outstanding academic achievement, contributions to their community, and serving as positive role models; and Whereas:The Dominican International Foundation, together with the Hispanic American Business Alliance recognizes your leadership potential and has chosen to invest this time in you to encourage you to reach your full leadership potential; and Whereas: The Lee County Board of County Commissioners is proud to welcome this youth leadership group to Florida. NOW, THEREFORE BE IT RESOLVED BY THE Board of County Commissioners of Lee County, Florida that we do hereby welcome the group:   “I Want To Be an International Leader to Serve Others” to Lee County, Florida and encourage all citizens to congratulate these youth for their desire to serve the larger community. 9-28-10 Be A Hero Month
“BE A HERO MONTH” and “BE A HERO DAY” will increase awareness of the critical need for blood donations and celebrates the generosity and gift of life provided by those self-sacrificing individuals among us who volunteer to donate their blood for the sake of other members of our community; and
Whereas: The observation of “BE A HERO MONTH” and “BE A HERO DAY” provide excellent opportunities for our residents to work together to save lives in our community. NOW, THEREFORE, BE IT RESOLVED THAT THE Board of County Commissioners of Lee County, Florida does hereby proclaim the month of November 2010 as “BE A HERO MONTH” and November 15, 2010 as “BE A HERO DAY” in Lee County and encourage the promotion of and support for these events within our community.  We urge our citizens to donate blood for the benefit of those in need. 9-21-10 Operation Open Arms
Captain John "Giddy Up" Bunch, a Vietnam Veteran, who founded and operates Operation Open Arms, held a press conference in mid-December asking someone to step forward and take Lauren Beough home. The wife of Staff Sergeant Donny Beough, 23, a paratrooper with the 82nd Airborne Division who was killed in a tragic automobile accident on December 8, 2007; and WHEREAS:Captain John "Giddy Up" Bunch and Operation Open Arms has launched a website to help service members from all military branches receive something extra from their brief trip back home recognizing their service to our great nation. NOW THEREFORE BE IT RESOLVED that the Board of County Commissioners of Lee County, Florida does hereby convey our grateful appreciation for his service and outstanding contributions to Lee County and to the military and wish to thank Captain Bunch for his dedication and commitment to our community. 9-21-10 South Fort Myers Little League
The South Fort Myers Little League 9-10 year old All-Star team began the season with the pressure of being the defending State Champions; and Whereas: The team won the District Championship with a perfect 8 wins and no losses over the Lee and Charlotte County leagues; and Whereas:The team won the Southwest Florida Sectional Tournament by defeating all three District Champions from Sarasota, Naples and Inland areas; and Whereas: The team went to the Florida State Tournament  in Land O’ Lakes, defeated arch–rival North Coral Springs, Viera, Land O’Lakes, Merritt Island and  North Coral Springs 9-2 in the Championship game. They claimed the fourth State of Florida Championship for the South Fort Myers Little League in the past six years. There are nearly 300 chartered leagues in Florida; and Whereas: The team traveled to Huntington, West Virginia representing Florida  for the Southeast Regional Tournament of State Champions comprised of state champions from Alabama, Florida, Georgia, North Carolina, South Carolina, Tennessee, Virginia and West Virginia where they completed their summer with a 17-2 record. THEREFORE BE IT RESOLVED THAT THE Board of County Commissioners of Lee County, Florida would like to congratulate the South Fort Myers Little League 9-10 All Stars on repeating as: 2010 STATE OF FLORIDA CHAMPIONS Duly Executed this 21st day of September 2010.

9-7-10 Addiction Recovery Month
Educating our community about how substance use disorders affect all people in the community, including public safety officials, the workforce, older adults, and families, therefore is essential to combat misconceptions associated with addiction; and Whereas: To help more people enter a path of recovery, the U.S. Department of Health and Human Services, the Substance Abuse and Mental Health Services Administration, the White House Office of National Drug Control Policy, and the Lee County Coalition for a Drug-Free Southwest Florida invite all residents of Lee County to participate in National Alcohol and Drug Addiction Recovery Month.  NOW, THEREFORE, BE IT RESOLVED THAT THE Board of County Commissioners of Lee County, Florida does hereby proclaim the month of September 2010 as: National Alcohol and Drug Addiction Recovery Month in Lee County and call upon the people of Lee County to observe this month with appropriate programs, activities, and ceremonies supporting this year's theme, "Join the Voices for Recovery: Now More Than Ever!"  Duly Executed this 7th day of September 2010.


 


9-7-10 Constitution Week
The independence and freedom guaranteed by this cornerstone of the American system of self-government, should be celebrated by appropriate ceremonies and activities during Constitution Week, September 12th through the 18th, as designated by proclamation of the President of the United States in accordance with the joint resolution of Congress of February 29, 1952 [36 U.S.C. 106, as amended], and by joint resolution of August 2, 1956 [36 U.S.C 108, as amended].

Healthy Start of Southwest Florida has a variety of programs to help prevent infant deaths and premature births and to promote health and developmental outcomes for babies including: access to medical care for the uninsured; nurse supervised home visiting services; risk screening to identify families at-risk; and outreach and education to empower families to give their baby a healthy start; and Whereas:In Southwest Florida, more than 17,000 pregnant women and newborns receive Healthy Start Services each year in the four-county area; and Whereas: Research has shown, for every $1 spent on preventing an unhealthy birth, $6 is saved in neonatal intensive care costs, recurrent hospital and medical expenses paid by Medicaid, exceptional and remedial education, child abuse and neglect investigations, disability and dependency costs; and Whereas: Since the inception of the Healthy Start program, the infant mortality rate has dropped 55% in Southwest Florida. The Festival is used as fundraisers by the Greater Pine Island Chamber of Commerce, Kiwanis, M.O.T.I. and Calusa Land Trust to enable them to make contributions to Pine Island Elementary School, scholarship programs, F.I.S.H. and other charities; and Whereas: MANGO MANIA was such a success that by 2001 it had outgrown the KOA facilities, and since there were no other suitable locations on the island, the decision was made to move the Festival to the German-American Club to allow for continued growth that saw more than 10,000 attendees last year. Park T. Pigott, Sr. from the 1950’s to the 1970’s was instrumental in making Fort Myers and Lee County an important location for Major League Baseball's Spring Training games while working closely with the Pittsburg Pirates and Kansas City Royals organizations at Terry Park; and Whereas:Park T. Pigott, Sr., in 1974, was honored by the Lee County Board of Commissioners when the Board named the main baseball field at Terry Park “The Park T. Pigott Memorial Stadium”; and Whereas:Park T. Pigott, Sr. and his legacy at Terry Park will forever be historically linked because of his tremendous contributions year after year. 6-29-10 Ruby Gill House Restoration
Lee County purchased the Ruby Gill house in 2001 and leased the property to the University of Florida Randell Research Center Program, which conducts research in the archaeology and history of Pine Island; and WHEREAS:The grounds and building were damaged by Hurricane Charley in 2004.  In the process of repairing the damage, it became obvious that several modern alterations had compromised the structural integrity of the building; and WHEREAS:By successfully restoring this facility, Lee County and the Randell Research Center has ensured the building’s continued life and contribution to the research and interpretation of the history of Pine Island; and WHEREAS:Each year The Florida Trust for Historic Preservation recognizes significant contributions to the preservation of Florida’s historic resources through its annual Preservation Awards Program; and WHEREAS:The Florida Trust for Historic Preservation has awarded the Ruby Gill House for Restoration/Rehabilitation – Honorable Mention.

6-22-10 Helen Johnson Hendry Day
During Helen’s work with Everglades she discovered a rare talent for designing landscapes and went on designing a number of residential properties in the area which lead to her strong lobbying effort and ultimate passage of a bill in the Florida Legislature requiring registration and examination of Landscape Architects; and Whereas: Following the passage of this bill, Helen was appointed by the Governor to serve on the first Board of Landscape Architects where she served for 14 years and was than instrumental in crafting the requirements for certification; and Whereas: Helen continued to stay active as a member of the Board of Trustees of the Edison/Ford Estates, the City of Fort Myers Beautification Committee, and an active member of the Florida Nurseryman and Growers Association, Royal Palm Chapter and; Whereas: On June 26, 2010 The Florida Nurseryman and Growers Association will be proudly inducting Helen Johnson Hendry into the FNGA Hall of Fame.  NOW THEREFORE BE IT RESOLVED THAT THE Board of County Commissioners of Lee County, Florida, hereby declares this day as Helen Johnson Hendry Day in Lee County, and asks all our citizens to recognize her tremendous contributions to the betterment of Lee County.  Duly Executed This 22nd Day of June 2010.

6-8-10 Carrie D. Robinson Littleton Elem. Environmental Club
The Carrie D. Robinson Littleton Elementary is the first school in the nation to dedicate its own “Community Forest” consisting of five acres; and Whereas:Twenty-four students in the school’s Environmental Club created the “Community Forest”, which will be open to other environmental classes wanting to study Florida’s natural habitat; and Whereas:Students put in more than 70 hours clearing trails and brush; and Whereas Susan Hassett, school environmental science advisor, and Mike Weston, Florida Department of Forestry, developed a five-year management plan, which included a preserve burn by the Division of Forestry to rid the area of dead vegetation.

2-23-10 Guardian Ad Litem Month
Voices for Kids and the Guardian ad Litem Program work together towards the goal of representing 100% of children who need a Guardian ad Litem volunteer, and to provide resources to meet children’s special needs, unavailable through any other source in the community; and Whereas: 250 volunteers contribute over 2,500 hours each month to be the voices in court and the advocates within the community for about 600 children in Lee County; and Whereas:There are 150 dependent children in Lee County still in need of a Guardian ad Litem volunteer; and Whereas:   Both Voices for Kids and the Guardian ad Litem Program participate locally and statewide in speaking to legislators and community leaders about abused, neglected, and abandoned children’s needs, joining nationally with the Court Appointed Special Advocate Association. 
NOW, THEREFORE BE IT RESOLVED That The Board Of County Commissioners Of Lee County, Florida, that we do hereby proclaim March 2010 as: GUARDIAN AD LITEM MONTH

Mike’s creativity in identifying alternative funding sources and his ability to deliver projects were instrumental in bringing $1 billion dollars of transportation improvements to Lee County and Southwest Florida, such as widening of State Road 78, State Road 80, State Road 82, U.S. 41, Business U.S. 41, replacement of the Edison Bridge over the Caloosahatchee River, and the recent completion of the iROX 75 project; and
Whereas: Mike’s professional expertise and personal joy in life were taking transportation projects from concept to completion; and Whereas:  Mike’s perseverance and dedication to delivering transportation improvements to Southwest Florida have touched the lives of residents and visitors to this area, making a real difference to people who travel in Lee County; and Whereas: Mike’s charm and enthusiasm persuaded many to follow his lead and demonstrate their love for Lee County through on-going involvement in community projects, causes and events; and

Whereas:  Mike’s commitment to the Metro Extension project began with the Project Development and Environmental Study in the early 1990s and continued throughout production to make this job construction ready; and Whereas: Mike’s knowledge, insight, understanding and true dedication brought environmental agencies, transportation partners and residents together to realize the Metro Extension project. NOW, THEREFORE BE IT RESOLVED That The Board Of County Commissioners Of Lee County, Florida, does hereby supports and urges the Florida Legislature to designate the Metro Parkway Extension in Lee County (State Road 739 from Six Mile Cypress Parkway to U.S. 41), as the MICHAEL G. RIPPE PARKWAY, and further demonstrates support by locally naming it as such.

In February 2002, Wayne was tapped to head the county’s newly created Smart Growth Department and shepherd the citizen Smart Growth Advisory Committee through a process to make recommendations that help balance quality of life, the economy and our environment heading into the future.  The rest is history; and WHEREAS:  Wayne, with good humor and great insight, has served Southwest Florida and its citizens past, present and future; and  WHEREAS:  Wayne won’t exactly be retiring as he will continue to be a driving force in sound planning and growth management and make important contributions to his community through the many groups and organizations to which he belongs.  NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Lee County, Florida and the Lee County Smart Growth Advisory Committee hereby conveys our grateful appreciation to Wayne Daltry for his hard work, outstanding service and contributions to Lee County and thanks Wayne for his commitment to the livability of our community.

1-26-10 2010 Kabler Award John Cassani
The Kabler Award is bestowed upon someone who has worked to organize and educate the public and generate grassroots support for Everglades restoration; and Whereas: The award recognized John’s efforts including the creation and development of the SWFL Watershed Council for the protection, conservation and management of land and water in the Caloosahatchee and Big Cypress watersheds; and Whereas:  Through John’s leadership, the Council was formed to share information regarding watershed management issues in the Caloosahatchee and Big Cypress Watersheds and provide a framework for coordination, cooperation and consensus among diverse, key stakeholders.  He personally recruited stakeholders from distinct interest groups and brought them to the table, creating many new opportunities for the exchange of information and ideas and the establishment of partnerships and community building; and Whereas: John’s long list of conservation efforts also includes serving with the Lee County Conservation 20/20 Citizens Grass Roots Land Acquisition Committee and originating the Conservation 20/20 “Legacy Program”, founding both the Pond Watch and Frog Watch programs, and serving on numerous environment technical advisory committees.  NOW, THEREFORE BE IT RESOLVED That The Board Of County Commissioners Of Lee County, Florida, does hereby extend our appreciation for John’s advocacy to protect, conserve, educate, motivate and engage a broad cross section of west coast communities of the importance that the Southwest Florida watershed system plays in the overall  restoration efforts greater Everglades.

1-26-10 James Leavor Heroic Service
On December 9, 2009, James Leavor was heading home from his position as a DEP employee and driving southbound on McGregor Boulevard when he observed a woman lying in the street; and Whereas:  James stopped his car to assist the accident victim and block oncoming traffic from hitting her; and
Whereas: James performed an assessment of the victim’s vital signs, which he had recently learned in nursing school class, and determined the woman was severely injured; and Whereas:  James located identification information for the woman and stabilized and assisted the woman until emergency personnel arrived, and Whereas:  James spoke to the woman’s husband by cell phone and informed him of his wife’s accident and condition; and Whereas: The woman’s husband was unable to drive to the hospital to meet his wife because his car was not in working condition, and Whereas:  James voluntarily drove to the couple’s home and picked the husband up and transported him to the hospital; and Whereas:    The woman had suffered severe trauma injuries, including a broken neck, broken jaw, broken vertebrae, broken arm, broken leg, broken ribs and a punctured lung; and Whereas:   James was instrumental in supporting and aiding the accident victim by providing first contact, stabilization and comfort, by providing traffic abatement, by assessing and communicating with emergency personnel on the scene regarding the condition of the patient; by locating and informing the husband as to his wife’s status; and finally by driving to the home and picking up the husband to transport him to the hospital to be with his severely injured wife.  NOW, THEREFORE BE IT RESOLVED BY THE Board of County Commissioners of Lee County, Florida, that we do hereby recognize and praise James Leavor for: MERITORIOUS, EXEMPLARY AND HEROIC SERVICE.
