The first phase will be to perform a detailed process evaluation of the plant and to provide alternatives and recommendations. The second phase of the project will be to prepare the design and contract documents for the construction of the selected alternative.

Scope of Work: The Lee County Board of County Commissioners is soliciting proposals for providing a Federal Aviation Administration (“FAA”), Federal Aviation Regulations (“FAR”) Part 135 (14 CFR Part 135) Emergency Medical Services (“EMS”) Aircraft Operations Management Program for EMS helicopter services for the citizens and visitors of Lee County, Florida. Lee County is considering how best to (1) reorganize and provide EMS helicopter services in accordance with the EMS industry best practices; and, (2) utilize its hangar and aircraft at Page Field, in Fort Myers, Florida. Both Public/Private and Private scenarios will be considered.
The Public/Private scenario involves the Proposer providing the private component, which includes all air transportation and support services required to conduct on-demand EMS air transportation under Part 135, including, but not limited to helicopters, pilots, critical care nurses, mechanics, and potentially billing support and scheduling. The public component, which remains the responsibility of Lee County, involves the provision of in-flight critical care paramedics and various support services to be determined as necessary. Under the Public/Private scenario, the Proposer will exercise FAA Operational Control at all times for all EMS flights and also be responsible for compliance with all of the applicable FAR Part 135 requirements.
The Private scenario involves the Proposer providing all functions necessary to conduct on-demand Part 135 EMS air transportation operations as a standalone program, including, but not limited to helicopters, pilots, critical care paramedics, critical care nurses, mechanics, billing and scheduling support. Under the Private scenario, the Proposer will exercise Operational Control at all times for all EMS flights and also be responsible for compliance with all of the applicable FAR Part 135 requirements.
As discussed below, Lee County also has an existing hangar facility at Page Field, Fort Myers, to fully support either scenario. A portion of this existing hangar space houses ground ambulance operations. It is the County’s intent that the awarded Vendor will conduct business in Lee County from this location. The County also intends to negotiate a fair market lease with respect to use of the hangar space.
All proposals must be made on the basis of the specifications contained herein.
