CPA2008-00011 - Update CIE - School Board Projects
Current Status - Effective
Amend the Capital Improvements Element (Tables 3 & 4) to reflect the latest adopted Capital Improvement Program for Lee County. Amend the Lee Plan Capital Improvement Element, Table 3a, to incorporate the latest adopted Lee County School District Facilities Work Plan. Amend Policy 95.5.1 to adopt the current School District Facilities Work Plan by reference. Amend the Lee Plan Community Facilities Element to update the School Concurrency Provisions by amending Policies 71.1.1, 71.1.3, 71.2.3, and 95.1.3 to clarify how concurrency is measured for "special purpose" facilities, and adding a new policy to include student generation rates associated with residential unit types. (NOTE: Includes measures that were originally to be adopted by CPA2006-21 and CPA2008-21.)

CPA2008-00017 - Coastal Rural Future Land Use

Modify Policy 1.4.7 to clarify what commercial uses are permitted in the Coastal Rural Future Land Use category.


CPA2008-00018 - Update Wetland Density Calculations
Current Status - Effective
Clarify how wetland densities and wetland density transfers are calculated by the Lee Plan. The Board of County Commissioners reviewed the issue discretionary density bonuses for wetlands, when transferred to uplands, and how the process has been working with the State's wetland permit system. The concern arises when urban density bonuses are provided for filled wetlands, which has resulted in significant wetland loss, increased storm water discharge demand, and loss of environmental values. The Board directed that staff review the item and come back with recommendations.


CPA2008-00019 - HB 697
Current Status - Withdrawn
Conservation Element - The conservation element must be amended to include factors that affect energy conservation. See 163.3177(6)(d) Future Land Use Map Series - The FLU maps must generally identify and depict "energy conservation." See 163.3177(6)(d)6. The Housing Element - The housing element's standards, plans and principles must include "energy efficiency in the design and construction of new housing" and the "use of renewable energy resources". See 163.3177(6)(f)1.h. and i. Amend various Lee Plan Elements to incorporate the requirements of HB 697. FLUE - Plan must be based upon the "discouragement of urban sprawl; energy - efficient land use patterns accounting for existing and future electric power generation and transmission systems; and greenhouse gas reduction strategies. See 163.3177(6)(a). Traffic Circulation Element - The traffic circulation element must be amended to incorporate transportation strategies to address reduction in greenhouse gas emissions from the transportation sector. Evaluate incorporating transportation concurrency exemption areas. See 163.3177(6)(b)
